FCC Actions
Hubbard Radio has been granted its Petition For Reconsideration over the Informal Objections filed by Thomas-Dale District 7 Planning Council and Jeff Sibert to relocate 94.9 K235BI Bemidji MN to 94.1 in Minneapolis with 2w horizontal/246m rebroadcasting Sports “1500 ESPN” KSTP St. Paul. The objectors alleged the translator would create interference to 94.1 WFNU-LP St. Paul, but after suggesting 104.9 would be a usable frequency for the translator (which it cannot be after the grant of K285CQ St. Paul this week) and Hubbard dropped the proposed power from 10 watts to 2, the FCC could not find any WFNU-LP listener address which would be within the 60dBu contour of the translator.
For the third time Salem Media has struck out on a frequency for its attempted move of what was 103.1 K276FZ Eaglemount WA into Portland to rebroadcast Conservative Talk 1640 KDZR Lake Oswego OR. First it sought to move to 94.3 (where Bustos Media Regional Mexican “94.3 La Zeta” KZZR Government Camp argued it would cause destructive interference). Then 107.9 where Extra Mile Media Christian “Hope 107.9” KHPE Albany disputed its move. Most recently Salem sought a move to 105.5 where Portland Russian Media Center’s co-channel KXRU-LP Portland documented it would create interference for at least six of its listeners at their locations.
The FCC has dismissed Ted Schober’s Petition For Reconsideration of the eligibility criterion for the July 2017 AM Translator Filing Window. Schober sought reconsideration of the criterion excluding applicants who previously filed applications in the two 2016 250 mile modification windows however the merits were never even discussed as it was dismissed as being a late-filed request.
Educational Media Foundation’s proposal to change the city of license of 107.5 KILV Castana IA to Whiting IA has been dismissed as it would eliminate the sole local service to Castana over EMF’s argument that it is no longer a licensable community as it has no governing board, no full-time employee, no school, no medical facility, no public business, and only one church and one paved road. The FCC states that as Castana is still a Census Designated Place and incorporated it is and should remain the COL.
FCC Orders
Wendolynn Tellez’ 103.3 KSAG Pearsall TX has been fined $8,000 for willfully and repeatedly failing to comply with the commission’s rules by operating at a variance to its licensed parameters at two different time periods. It did reject Alpha Media’s Informal Objection to withhold the station’s license renewal until it completes its move to move to 93.3 which is impeding with Alpha’s ability to launch its 103.3 KPER Pearsall.
Chisolm Trail Communications Classic Hits “95.3 K-Hits” KOME Meridian TX has been fined $7,000 for failing to file a timely license renewal application and continuing to operate the station following its license expiration. KOME’s license was set to expire of March 5, 2016 requiring a renewal application to be filed by 11/5/2015. It did not do so until April 7, 2016 along with an STA application to continue operating while the renewal application was pending. The licensee claimed that when it acquired KOME in April 2015 it was not aware it had only a two year renewal term.
Violations
JHT Ventures’ 1090 KULF Bellville TX was issued a Notice of Violation for operating beyond its licensed daytime parameters on December 11 and 12, 2017. KULF was observed by FCC agents broadcasting at 6:00pm which was a half hour past its authorized sign-off time for that time of year.
San Antonio Public Safety Alliance’s 96.9 KXTJ-LP San Antonio TX has been issued a Notice of Violation for a lack of an EAS log.
FM Changes
Cedar Cove Broadcasting seeks to move 89.5 KAZK Willcox AZ to 89.7 in Catalina while upgrading from a Class A to C2. The station would operate from Mount Lemmon just north of Tucson with a directional 250w/1202m but in compliance with the Rural Radio rule and Mexican spacing would be unable to further upgrade its signal in Tucson proper.
Christian Broadcasting Group of Mountain Home applies to upgrade Christian 90.3 KCAV Marshall AR from 57w/206m to 1.2kW/206m from its current antenna.
Deletions
After filing to transfer 88.7 KTFH Lees Camp OR to Rouge Radio last month, Cascade Community Radio has instead decided to turn in the license as it needed to remove its ownership stake prior to the last possible date it could sign-on 101.5 KDOO-LP Portland on January 5.
The following Construction Permits saw their licenses deleted as they went unbuilt in time:

- JER Licenses LLC – 103.9 KEKI Peach Springs AZ
- Immaculate Heart Media – 91.5 KIHM-FM Hatch NM
Translator Changes
An additional 180 applications from the July 2017 AM translator filing period were granted Construction Permits this week. B&M Broadcasting has requested that its application for 105.9 in Wilmington NC to rebroadcast Oldies 1340 WLSG Wilmington be dismissed. WLSG already holds a translator on 94.1 in Wilmington but the new facility would’ve operated at 200w as opposed to 150w from the same 130m antenna.
