After being held up for three years, the deal between the Cesar Chavez Foundation and Educational Media Foundation to swap 90.5 KUFW Woodlake/Visalia CA to EMF for 106.3 KVPW Kingsburg/Fresno has closed with the companies swapping programming on the two frequencies.
The deal came about in August 2016 after the Cesar Chavez Foundation entered a Consent Decree with the FCC over airing commercials on the non-commercial 90.5 allocation. A second Consent Decree was agreed to in 2018 following additional violations on KUFW and 88.3 KNAI-FM Phoenix AZ. The deal to swap facilities was filed with the FCC in August 2016 but its closing was delayed due to a pair of Petitions To Deny and challenge’s to KUFW’s license renewal.
With the closing of the deal, 106.3 KVPW has flipped from EMF’s “Air 1” network to Cesar Chavez Foundation’s Regional Mexican “La Campesina” programming, while 90.5 KUFW has picked up EMF’s “K-Love” network and new KLXY call letters are pending.
