FCC Report 3/19 - RadioInsight
FCC Decisions The FCC has entered a Consent Decree with Katherine Bohn for an "illegal transfer of control" of News/Talk 1140 KVLI Lake Isabella, Country 102.5 KCNQ Kernville, and Classic Rock 104.5 KRVQ Lake Isabella CA. Bohn will pay $8,000 in a civil penalty over claims by Calvary Chapel of Costa Mesa that following a deal to enter a Time Brokerage Agreement to Alta Sierra Broadcasting, the licensee failed to maintain a staff presence at the station. Charles Philome was fined $20,000 for operating a pirate station on 88.7 and 90.1 from multiple locations in Margate and Pompano Beach FL after previously being warned multiple times. Florida Community Radio's Application For Review against the grant of a new non-commercial station on 95.9 in Otter Creek FL to Citrus County Association For Retarded Citizens has been denied. Both groups filed for the allotment in the February 2010 filing window. FCR was originally granted the CP in 2011 using the FCC's points system by a 5-2 score. CCARC filed a petition to deny claiming that "FCR failed to timely document its eligibility for any of its awarded points in the application as originally filed, and therefore, that the Commission erred in awarding FCR points under the established local applicant and diversity of ownership criteria". That petition was granted in May 2015, and the station was granted a Construction Permit for what is now WEYK in October 2016. After being published into the Federal Register, the rulemaking expanding fill-in translators of AMs to covering the greater of either the 2 mV/m daytime contour of the AM station or a 25-mile (40 km) radius centered at the AM transmitter site will take effect on April 10.
