BDJ Radio Enterprises Christian Talk “Faith Talk 1010” KXEN St. Louis’ application to drop power from 50kW day to 10kW day for six months via Special Temporary Authority was denied for violating FCC rules governing STA filings.
KXEN sought to drop power “in order to determine whether the potential benefits of
reducing KXEN(AM)’s utility costs will outweigh the potential loss of listenership”. As the request was strictly made for economic reasons and not technical the FCC rules that it violates Section 309(f) of the Communications Act of 1934. KXEN is currently licensed to operate with 50kW day/500w nights.
Inspiration Time’s application to modify 105.9 W290BI Erie PA to operate with 180w/256m was dismissed as it violates the working agreement between the United States and Canada. W290BI’s interfering contour exceeds the 60km limit with 320 kilometers of the common borders of the two nations.
The agency has also rescinded its grant of a license to ABC Radio Los Angeles Assets’ 99.1 K256CA Beaumont CA. The translator had been moved to the West Covina area where it was to rebroadcast “Radio Disney Country” 1110 KRDC Pasadena/Los Angeles until it was hit with an interference complaint by iHeartMedia Rhythmic CHR 99.1 KGGI Riverside.
FM Changes

FCC Decisions
The FCC has denied Educational Media Foundation’s Petition For Reconsideration for the granting of a Construction Permit to Razorcake/Gorsky Press for an LPFM on 92.7 in Pasadena CA. EMF had argued that Section 3(b)(2)(A) of the Local Community Radio Act required “an LPFM applicant seeking a second-adjacent waiver to demonstrate that the proposed LPFM station will not cause interference to any radio station, not just radio stations operating on second-adjacent channels”, which the FCC stated had been considered and rejected previously. EMF believed that the new LPFM would create interference to its 92.7 KYLA Fountain Valley.
