The FCC has adopted changes to their rules and procedures for evaluating new and major modifications to noncommercial radio stations, translators, LPFMs and television stations.
The six changes adopted to non-commercial radio stations and translators are highlighted as:
- Eliminate Governing Document Requirements for Established Local Applicants
- Eliminate Governing Document Requirements for Applicants Claiming Diversity
Points - Establish Uniform Divestiture Pledge Policies
- Expand Tie-Breaker Criteria
- Revise Procedures for Allocating Time in NCE Mandatory Time-Sharing Situations
- Clarify and Modify the “Holding Period” Rule
Additionally all board changes will be considered minor changes, streamline tolling procedures, and non-commercial stations will now be required to certify the availability of proposed transmitter sites in the NCE and LPFM construction permit applications to eliminate speculative applications, numerous site availability challenges, and processing delays.

Classical 104.9 KXSC Sunnyvale/San Jose, Multicultural Radio Broadcasting has surrendered the license of 104.9 K285HD San Francisco. K285HD was granted in the 2017 translator window to rebroadcast 1450 KEST San Francisco.
