FM Changes
Alliance Radio LLC’s “Polskie Radio” 103.1 WPNA-FM Highland Park IL applies to relocate to a tower in Evanston with 6kW/91m. The move will place the majority of Chicago within the station’s 60 dBu protected contour. The move is made possible due to WPNA-FM’s pre-1964 short-spacing to 102.7 WVAZ Oak Park, 103.1 WCSJ-FM Morris, and 103.5 WKSC-FM Chicago.
After completing its move from 107.3 to 100.5 in December, B+ Broadcasting’s “Kountry Red Neck Radio” KRNR Goldthwaite TX applies to move to 92.7 while upgrading from a Class A to C3 with 16kW/125.4m.
Educational Media Foundation’s 89.3 KLVR Middletown/Santa Rosa CA applies to move to a nearby tower with 80w/925m.
Open Sky Radio Corp’s “Jive Radio” 101.5 KJYV The Dalles OR applies to increase power to 480w horizontal/588m.
FCC Actions
The FCC Audio Division has released the following guidelines while staffers are working from home.
A number of colleges and universities have announced closures related to COVID-19. Noncommercial educational stations that are not able to broadcast during these school closures will not be required to adhere to the minimum operating schedule in section 73.561 of the Commission’s rules. Audio Division will classify these school closures as a recess period consistent with section 73.561(a). If stations do not resume broadcasts within thirty days due to COVID-19 related closures, they will not be required to notify the Commission pursuant to section 73.561(d) or to seek special temporary authority.
Because Audio Division staff will not be working at FCC headquarters, the Audio Division will not be able to accept for filing any items that are not submitted electronically. The public is strongly encouraged to use the Audio Division’s CDBS and LMS databases for all applications and pleadings that can be filed electronically. The following requests that cannot be filed using those databases, should be submitted by email using the addresses on this list.
It has been the Audio Division’s practice to send signed copies of letter decisions in adjudicatory matters by U.S. mail in addition to updating the CDBS or LMS databases. Because Audio Division staff will not be working at FCC Headquarters, adjudicatory decisions and other items that are not released through the Daily Digest will be sent to applicants, petitioners and other parties by email. Parties are encouraged to ensure they have an updated email address on file with the Commission.
Deletions
Southeast Arkansas Broadcasting has turned in the license for 1220 KVSA McGhee AR after shutting down the station on March 3.
Holonet Corporation’s 1080 KCNM Saipan, Northern Mariana Island was deleted after the FCC noted it had been Silent since 2017.
AM Changes
After previous Construction Permits to upgrade their daytime power from 10kW to 50kW expired unbuilt, Steckline Communications’ “The Big Talker” 1210 KGYN Guymon OK applies to upgrade to 22kW day, and remaining at 10kW night. Unlike the previous CP’s which would’ve required utilizing an additional tower for the daytime facility, this application continues to only use the one daytime tower.
DAIJ Media’s 1380 KRCM Shenandoah TX reapplies for its expired CP to relocate its 50w nighttime operation to an existing tower outside of Richmond TX, while keeping its 22kW daytime operation at its current site outside Hempstead TX.
