FCC Update 8/9: One Texas Station Forced To Modify; Another Deleted

In March, the FCC issued an Order To Show Cause to LKCM Country “95.9 the Ranch” KFWR Jacksboro/Fort Worth, TX over its use of a side-mounted antenna sending double the licensed power including in the direction of Lake Country Radio’s 95.9 KCKL Malakoff, TX. The agency sought for KFWR to give reasons why KFWR’s total power output shouldn’t be dropped from 25kW to 9.1kW to limit the radiation to 100kW in all directions, while reclassifying their antenna system as directional. A response from KFWR offered to remove the mounting pole and parasitics from the antenna. KFWR took great offense to the reclassification as directional as the agency had previously not established how much distortion is permitted while using a side-mounted non-directional antenna. After a few responses by both KFWR and KCKL over semantics, the FCC has ordered that the power output be dropped and relicensed as directional stating, “LKCM has not established any grounds justifying deviation from the involuntary KFWR license modifications proposed in the OSC. The involuntary license modifications adopted herein provide immediate relief to Lake’s station KCKL, bring KFWR into compliance with the Commission’s Rules, and accomplish these goals without requiring LKCM to go to the expense of modifying or replacing its antenna or supporting tower.” The history of Hispanic Target Media’s 104.5 KPQT Hamlin, TX will be a brief footnote. The FCC has ruled that the station’s Construction Permit had expired when it filed for its license and has deleted the station. KPQT’s CP was set to expire on June 29, and with it coming close to expiring HTM sought an alternative tower site on 6/16 with lower classification to beat the deadline. On the 29th, the station filed a license to cover but built at yet a different location due to being unable to finalize a lease with the granted location. As the licensed facility was not constructed by the June 29 deadline, the FCC has deemed the CP expired and deleted the station’s license. FM Moves Broadway Media Alternative “X96” 96.3 KXRK Provo/Salt Lake City applies to shift over from one tower at Farnsworth Peak to another. KXRK will move to the higher antenna that already is home to 90.1 KUER, 94.1 KODJ, 97.9 KBZN, and 107.5 KKLV with 22kW at 1243 meters (Coverage Map). Family Life Broadcasting’s 88.1 KJTY Topeka, KS files to modify their CP to relocate to the tower of Great Plains Media’s “105.9 Kiss-FM” KKSW Lawrence to operate on a combined antenna to reduce weight and wind load. KJTY will operate with 75kW at 234 meters (Coverage Map). Zimmer Media AC “101.9 The Wave” KZWV Eldon, MO applies to shift a few miles northeast to improve its coverage around Jefferson City with 24kW at 219 meters (Coverage Map). After building out lesser facilities to beat its CP expiration, Azure Media’s 105.7 WGAY Sugarloaf Key, FL applies to return to its originally granted Class C3 location on the antenna of 92.7 WEOW Key West with 13.3kW at 141 meters (Coverage Map). Family Stations’ 89.5 WOFR Schoolcraft, MI applies to increase from a Class B1 to B with an increase from 10kW to 33kw from its current 42 meter antenna. The move will place Kalamazoo within the station’s 60dBu coverage area (Coverage Map). Translator Moves Along with their purchase of 93.5 W228CX Frankfort, IN this week, Emmis Communications applies to modify the translator’s Construction Permit. W228CX will remain at the same location but increase antenna height to 268 meters while decreasing power from 250 watts to 161 rebroadcasting Emmis’ Sports “1070 The Fan” WFNI Indianapolis. The adjustment will not resolve in a projected contour change for the translator (Coverage Map). Screen Door Broadcasting’s 94.9 K235BK Tulsa, OK has a CP to move to 94.7, but instead it applies to remain on 94.9 with move to a tower site just outside downtown Tulsa. K235BK will operate with 92 watts at 142 meters rebroadcasting St. Wenceslaus Catholic Church of Prague’s “Oklahoma Catholic Broadcasting Network” 88.3 KIOP Prague, OK (Coverage Map). Radio Training Network’s seeks to modify their CP for 100.1 W261BZ Huntersville, NC to a new site near Concord with 250 watts at 94 meters rebroadcasting iHeartMedia’s 96.1 WHQC-HD3 Shelby/Charlotte (Coverage Map). Edgewater Broadcasting’s 98.9 W255AS Augusta, GA applies to drop from 140 watts to 23 watts from its same 102 meter antenna rebroadcasting Gospel 1600 WKZK North Augusta, SC (Coverage Map). Way Media’s CP for 100.1 W261CF East Union, TN applies to slide west to Jackson with 30 watts vertical at 30 meters. W261CF will rebroadcast American Family Association’s 88.7 WIGH Jackson (Coverage Map). Grace Broadcasting Services’ 99.9 W260Ba Clarksburg, TN seeks a Mattoon Waiver to move to Humboldt where it will rebroadcast Palmer Johnson’s “Classic Hits 1190” WJPJ with 250 watts at 87 meters (Coverage Map). Educational Media Foundation’s pending acquisition of 90.7 K214DT Flagstaff, AZ applies to increase power from 10 to 200 watts from its current 580 meter antenna. EMF is purchasing K214DT and 90.9 KGCB Prescott, which it rebroadcasts, from Grand Canyon Broadcasters (Coverage Map). Rocket Radio Corporation’s Silent 97.3 K247CF Payson, AZ applies to shift to an adjacent tower with 250 watts at 284 meters rebroadcasting Oldies 1340 KIKO Apache Junction (Coverage Map). Just west of Syracuse, Cram Communications’ 98.7 W254CI Camillus, NY applies to shift north to a new site near Baldwinsville with 250 watts horizontal at 41 meters rebroadcasting Country 105.1 WOLF-FM Deruyter (Coverage Map). Armada Media’s CP for 106.1 K291BW North Platte, NE applies to shift to a new site with 250 watts at 13 meters rebroadcasting Legacy Communications AC “Sunny 93.5” KZTL Paxton (Coverage Map). Calvary Chapel of Twin Falls seeks to move 89.1 K206CY Chubbuck, ID closer to Pocatello with 13 watts vertical at 277 meters rebroadcasting 89.9 KAWZ Twin Falls (Coverage Map). Family Stations applies for a new tower site for its 89.1 W206AH Eau Claire, WI with 50 watts vertical at 44 meters continuing to rebroadcast 88.1 KEAR-FM Sacramento, CA (Coverage Map). Harvest Translators Inc.’s 94.3 W232AJ Greenville, NH applies to shift eastward and down the dial to 105.1 with 230 watts at 30 meters rebroadcasting Christian Broadcasting System’s “Victory 101.9” WJIV Cherry Valley/Albany, NY (Coverage Map).
