[membership level="2,3"] <h3>FCC Actions</h3> <a href="http://radioinsight.com/wp-content/images/2015/12/wrmelp.png" rel="attachment wp-att-95597"><img src="http://radioinsight.com/wp-content/images/2015/12/wrmelp-200x175.png" alt="87.7 WRME-LP Chicago MeTV MeTVFM " width="200" height="175" class="alignright size-thumbnail wp-image-95597" /></a>As we reach the end of the calendar year the FCC was busy clearing issues from its agenda. After the postponement of the September 1 deadline for analog LPTV's to convert to digital, the FCC is <a href="http://transition.fcc.gov/Daily_Releases/Daily_Business/2015/db1217/FCC-15-175A1.pdf">setting a new deadline</a> for 12 months following the completion of the 39 month Post-Auction Transition Period. The period will start following the TV repackaging auction set to begin in the spring of 2016. This will give further time for the LPTV's on Channel 6 that operate as so-called "Franken-FM's" on 87.7. Additionally the agency intends to issue a decision on whether to permit those digital LPTV stations to operate analog FM radio type services on an ancillary or supplementary basis at a later date perhaps keeping those stations around permanently. The FCC has rejected Results Radio of Redding's 2014 applications to move <a href="http://red1031.com/">103.1 KHRD</a> Weaverville CA to Redding while changing <a href="http://q97country.com/">97.3 KNCQ</a> Redding's city-of-license to Weaverville to retain first aural coverage of the town (<a href="http://fccdata.org/?facid=&call=khrd&ccode=1&city=&state=&country=US&arn=&party=&party_type=LICEN">Coverage Map</a>). The move was intended to move KHRD closer to the center of Redding, while Weaverville is technically outside the boundaries of the market. Because of that Results Radio held five FM stations in the Redding market, one more than allowed under the current rules in a grandfathered situation. The FCC ruled that Results interpretation of the waiver was incorrect as the applications would result in one station each entering and leaving the Redding market as opposed to keeping the current status-quo. Davidson Media has been fined $5000 for "willfully and repeatedly" violating the FCC's equal employment opportunity rules at their four Richmond VA market stations. Between June 1, 2009 and May 31, 2011, Davidson failed to recruit publicly for three of six job vacancies at the cluster. <h3>FM Changes</h3> The upgrade of Broadway Media Rhythmic CHR "<a href="http://u92slc.com/">U92</a>" 92.5 KUUU South Jordan/Salt Lake City made possible by the <a href="http://radioinsight.com/blog/headlines/95394/broadway-media-to-donate-107-9-kudd-salt-lake-city-upgrade-92-5-kuuu/">donation of 107.9 KUDD</a> Randolph to Community Wireless has been filed with the FCC. As opposed to moving to 92.3 as stated in Community Wireless' report of the donation, KUUU will remain on 92.5 while upgrading from a Class C2 to C1 with a power increase from 500 watts to 3.7kW at 1197 meters on Farnsworth Peak (<a href="http://fccdata.org/?appid=1713704&facid=37876">Coverage Map</a>). The move requires two contingent applications. Community Wireless' 91.9 KPCW Park City will move to 91.7 with an increase from 250 watts to 1.8kW from its current 3 meter antenna (<a href="http://fccdata.org/?appid=1713703&facid=13482">Coverage Map</a>). Alpine School District's 91.7 KOHS Orem moves to a new tower with 1kw at -238 meters (<a href="http://fccdata.org/?appid=1713701&facid=1169">Coverage Map</a>). Univision Spanish CHR "<a href="http://www.univision.com/las-vegas/krgt">Latino Mix 99.3</a>" KRGT Indian Springs/Las Vegas seeks to move to an adjacent tower with 35kW at 657 meters (<a href="http://fccdata.org/?facid=11614">Coverage Map</a>). West Jacksonville Baptist Church's <a href="http://www.wjgmradio.com/">105.7 WJGM</a> Baldwin FL applies to change its facilities from 25kW at 100 meters to 12.5kW at 142 meters while remaining at its current tower (<a href="http://fccdata.org/?appid=1713045&facid=52032">Coverage Map</a>). A pair of southern Ohio stations are applying for contingent upgrades. Crystal Communications Country "<a href="http://www.wxiz.com/">100.9 Cash-FM</a>" WXIZ Waverly seeks an upgrade from 920 watts at 152 meters to 4.2kW at 120 meter (<a href="http://fccdata.org/?appid=1677028&facid=14651">Coverage Map</a>). JAWCO's Sports "<a href="http://www.wmoa1490.com/">ESPN 100.9</a>" WJAW-FM McConnelsville seeks a boost from 930 watts at 176 meters to 1.9kW at 182 meters (<a href="http://fccdata.org/?appid=1670891&facid=54264">Coverage Map</a>). University of Southern California's Classical 91.1 KDSC Thousand Oaks CA seeks an increase to 7.4kW at 375.4 meters (<a href="http://fccdata.org/?appid=1692309&facid=69116">Coverage Map</a>). With its CP set to expire today, Eschaton Foundation's CP for 89.3 KZJV Santa Cruz CA applied for and was granted a CP for 300 watts at -110 meters (<a href="http://fccdata.org/?appid=1712958&facid=176079">Coverage Map</a>). Golden Valley Community Broadcasters pending acquisition of Silent 90.7 KTHM Red Bluff CA's has a CP to move to 90.9 expiring on December 21. The station now applies for a new 7.4kW at 411 meter facility (<a href="http://fccdata.org/?appid=1713809&facid=77121">Coverage Map</a>). Commander Communications Corporation Urban AC "<a href="http://smoothsoul1005.com/">Smooth Soul 100.5</a>" WRTM-FM Sharon/Jackson MS applies to modify its 6kW at 100 meters facilities to 4.6kW at 114 meters from the same tower (<a href="http://fccdata.org/?appid=1713055&facid=19864">Coverage Map</a>). Baldridge-Dumas Communications Country <a href="http://www.kzblradio.com/">97.5 KDBH-FM</a> Natchitoches LA applies to increase from a Class A to C3 with 16kW at 100 meters (<a href="http://fccdata.org/?appid=1713683&facid=8519">Coverage Map</a>).
