FCC Report 10/22: KXFM To Stay In Santa Maria After All

Dismissals Point Broadcasting Rhythmic Oldies "Old School 99.1" KXFM Santa Maria CA has requested and had its CP to change city-of-license to Port Hueneme and serve the Oxnard/Ventura and Santa Barbara markets with 3.8kW/493m revoked. Point stated that it "reached the conclusion that the station as permitted in its CP is unlikely to achieve full radio market coverage unobstructed from the proposed transmitter site (or other existing Class B sites complying with the FM separations rules) and hence might not be sustainable as a local provider."

Rincon Broadcasting Flips Two In Santa Barbara

Rincon Broadcasting has flipped two of its stations in Santa Barbara CA. Spanish Oldies “La Musical 1490” KSPE Santa Barbara has moved to 94.5 replacing CHR “Z94.5” KFYZ Ellwood. The station had quietly replaced its long-running Spanish Adult Hits “La Preciosa” with “La Musical” earlier this summer. Replacing KSPE on 1490 and its new 94.1 K231CR Santa Barbara translator is Rhythmic Oldies “Old School“. KSPE joins the network of Point/Rincon Broadcasting stations running the Rhythmic Oldies programming including 104.7 KOCP Oxnard, 104.7 KQIE Redlands/Riverside, 93.5 KQAV Rosamond/Lancaster and 99.1 KXFM Santa Maria. 1490 is now operating under KOSJ call letters. FCC Report 6/4: Did Billings Translators Go Rogue?

Following an informal objection and request for enforcement by Connoisseur Media, Edgewater Broadcasting has withdrawn its Construction Permit and License to Cover applications for 96.3 K242CI Casper WY to relocate to 102.5 in Billings MT. Edgewater had applied for and was granted a CP to move K242CI to Billings rebroadcasting Sun Mountain Inc.'s 1340 KBSR Laurel MT where it was operating as AC "Magic 102.5". Connoisseur claims that K242CI and 104.5 K283CP (licensed to rebroadcast 1450 KYLW Lockwood MT) have been operating illegally. Cumulus Media has filled the open Program Director vacancy at Rhythmic CHR “103.3 The Vibe” KVYB Santa Barbara CA with Matthew ‘Doughboy’ Florence. Florence, who will also host afternoons at KVYB, was most recently APD/Afternoon host at American General Media’s “Z106.3” Los Lunas/Albuquerque. He fills the void created by Steve Marshall’s exit last month to join KSE Radio Ventures Hot AC “Mix 100.3” KIMN Denver. El Dorado Continues Sell-Off With KXFM Divestment

El Dorado Broadcasters has been divesting its properties in the Santa Maria and San Luis Obispo CA markets over the past few months. The most recent deal will see Rock 99.1 KXFM Santa Maria go to John Hearne’s Point Broadcasting for $1.175 million. Point does not own any other stations in the Lompoc/Santa Maria market, but does have 2 AMs and 4 FMs in the adjacent Santa Barbara market operating as Rincon Broadcasting. KXFM applied last November to relocate to Montecito where it would moves its signal coverage to the Santa Barbara and adjacent Oxnard/Ventura markets. The application has yet to be approved by the FCC. Station Moves 1TV.com’s “Oldies 97.3 KIKO-FM Claypool/Globe, AZ is attempting to make a move to better reach the east side of the Phoenix market. KIKO-FM seeks to shift to 96.5 and upgrade from a Class C3 to a Class C with 32kW at 981 meters (Coverage Map). To make the move happen, Petracom Hot AC “96.5 The Storm” KRFM Show Low would have to relocate to 98.5 with a downgrade from a Class C to a Class C0 with no changes to its 100kW at 303 meters facilities via a Show Cause Order. Just south of Phoenix, East Valley Institute of Technology applies to downgrade its CP for 88.7 KPNG Chandler from a Class C1 to C3 with 15kW at 113 meters (Coverage Map). Translator Changes Radio-One is proposing to move Classic Hip-Hop “Boom 102.9” W275BK Decatur, GA out of Atlanta to Fayetteville, GA with 250 watts at 168 meters rebroadcasting 97.5 WUMJ Fayetteville (Coverage Map). Is this the precursor to further moves or just an attempt to block out someone else’s move for three years? Family Radio’s 100.3 W262AE West Palm Beach has filed a displacement application to 104.7 with no change to its 250 watt at 31 meter signal (Coverage Map). W262AE has been off the air since the sign-on of 100.3 WLML-FM Lake Park. KCRW & KUSC Move In Santa Barbara

Update 8/28: The sale of 93.7 KDB Santa Barbara has been completed, bringing two Los Angeles non-commercial simulcasts to new homes in Santa Barbara. University of Southern California moves its Classical simulcast of 91.5 KUSC Los Angeles from 88.7 KQSC to 93.7 KDB replacing the previous independently programming Classical format. 88.7 is now KDRW-FM simulcasting Talk/Indie Rock 89.9 KCRW Santa Monica. Original Report 2/18: KCRW Los Angeles is expanding northward up the coast into Santa Barbara. KCRW has agreed to acquire Classical 93.7 KDB Santa Barbara after the station was put on the block by the Santa Barbara Foundation last fall. The translator will operate with 250 watts at 107.3 meters once it builds its new facility. It is currently licensed to rebroadcast Clear Channel’s 1040 WHO Des Moines, but that will likely change once the sale is consummated. E-String Wireless has agreed to sell the CP for 102.3 K272FK College Station, TX to Brazos Valley Communications for $95,000. With 100.3 WLML Lake Park/West Palm Beach close to launching, Reach Communications has filed a displacement application to relocate 100.3 W262AN Tamarac, FL to 101.1 with no facility changes. The translator simulcasts Clear Channel News/Talk 610 WIOD Miami. Educational Media Foundation is making moves to increase its coverage in San Francisco. EMF has applied to relocate Christian AC “K-Love” 107.3 KLVS Livermore from 8.1kW at 491 meters to 880 watts at 894 meters while moving 7 miles closer to the San Francisco Bay. EMF also has Construction Permits for on-channel boosters operating with 320 watts in Oakland, 5kW in Hayward, and 1kW in Concord. EMF has also been granted a translator, 104.1 K281BU San Francisco operating with 10 watts at 457.6 meters from the tower site of 96.5 KOIT and 104.5 KFOG in downtown San Francisco.
