After proposing a $16,000 fine against KCCS LLC for two unauthorized transfer of control of Conservative Talk 1220 KSLM/104.3 K282BY Salem OR from Cindy Wyant Smith to her daughters in September, the FCC has entered a Consent Decree with the company to settle the issue.
KCCS LLC has acknowledged the two unauthorized transfers and agreed to the $16,000 penalty. The FCC staff had found that Wyant Smith had transferred KCCS to her daughter Jacqueline Smith in February 2021 and then to Smith and her sisters Amanda Smith, Katie Wilson, and Cynthia Ramirez in 2022 after they represented to the public that they were the co-owners of KSLM. A filing for the first transfer had been pending since February 2022.
The Business Council of the Northern Arapaho have proposed a rulemaking opening seeking comment on the amendment of the FM Table of Allotments to add a Class C0 on 99.9 in Ethete WY as a tribal allocation and first local service. FCC staff engineering analysis indicates that the allocation could be placed in Ethete with a site restriction of 42 km (26 miles) north of the community. The 70 dBu would cover 82.6% of the Wind River Indian Reservation and a total of 31,714 people while the 60 dBu contour would cover 100% of the Wind River Indian Reservation’s population and a total of 42,822.
