FCC Actions
Zwerling Broadcasting System has been issued a Notice of Violation for a pair of issues with the tower utilized by its Conservative Talk 1080 KSCO Santa Cruz and 1340 KOMY La Selva Beach CA.
FCC agents attempted to contact Zwerling on January 29 on the number listed in its ASR database, but would later be informed that the number and email address in the database were not correct. The company also failed to extend its NOTAM to the FAA that its tower lighting was out after it expired on December 24. The NOTAM was first filed on January 26, 2024, but as of April 28, 2025 during a call with the FCC, the station representative verified that the lighting on the tower still had not been repaired.
Pirate Actions
The FCC has entered into a Consent Decree with Wilfrid Salomon for operating a pirate station on 87.9 in Lauderdale Lakes FL.
A Notice of Apparent Liability for Forfeiture was issued to Salomon in January 2024 proposing a $358,665 civil penalty. After Salomon sought cancellation of the fine based on his inability to pay and reviewing his financial information, the FCC has agreed to the settlement in which Salomon admitted the consent decree includes a true and accurate description of his acts, will pay a $11,000 penalty in monthly installments, and agrees to pay $347,665 if he violates section 511 of the Pirate Act again or triggers an act of default during the 20 year term of the consent decree.
A Notice of Illegal Pirate Radio Broadcasting was issued to Midas Property Management and 829 Adee Ave H D F for a pirate signal operating on 102.1 in the Bronx NY.

The FCC has cancelled the license of South Central Oklahoma Christian Broadcasting’s 91.9 KHEB Granite OK after an inquiry into its operating status stated that it had been off the air or operating from unauthorized facilities since October 2023. The inquiry was not responded to within the required 45 days. KHEB had previously been part of the licensee’s Southern Gospel “The Gospel Station” network.
The commission has also cancelled Christian Ministries of the Valley’s 89.1 KSJM St. James MN for being off the air since November 2023 and not responding to its inquiry.
