The FCC has set new filing deadlines when the Licensing and Management System (LMS) reopens tomorrow.
First, in order to ease burdens on filers, all filings made between November 18 and Tuesday, November 25 will be considered as filed on November 25 to be treated equally in processing priority.
Any license whose 12 month period of silence would have ended between October 1 and November 18 must resume operations by 11:59pm on Tuesday, November 18 to avoid expiration of license.
Any CP which would have expired during that period must file a License to Cover application by November 28 or if not completed submit a tolling request by then.
Any licensee whose STA would have expired between October 1 and December 4 will be extended through December 5. All extension requests or notification of resumption of licensed operation must be filed by the end of the 5th.
As well, any political programming records of requests to purchase broadcast time that were received between October 1 and November 12 must be uploaded to the Online Political File in certain weeks to allow operability. From November 19-26, licensees in Connecticut, New Jersey and New York. December 1-8 will be licensees in Maryland, Virginia, Washington DC and West Virginia. December 9-16 is for California. December 17-24 will allow licensees in all other states.
Original Report 11/16: As the federal government continues to resume normal operations following the five week shutdown, the last two FCC systems to reopen will be its Licensing and Management System (LMS) and Online Public Inspection File (OPIF) databases.
Both systems will reopen for filings on Tuesday, November 18. As the commission has already stated, additional guidances to be provided before Tuesday that will provide additional flexibility on filing deadlines for certain specific systems, matters, and programs. All parties are being notified to “refrain from submitting filings seeking additional relief from filing deadlines for the time being” and all STAs tht would have expired between October 1 and November 17 are extended at least until November 18 and further notification should come on Monday.
