FCC Applications 10/23: COL Change In Washington

Lance Ventaby Lance Venta
October 23, 2013

FCC Update Translator Construction Permit ApplicationsWith the FCC back in business we are able to resume our irregular roundup of applications from around the industry.

CBS has applied to change the city of license of its “El Zol 107.9” WLZL Annapolis, MD to College Park. No facility change is connected to the application, but there could be additional ramifications. Despite the station operating in the CBS Washington cluster, Annapolis is located in the Baltimore market and WLZL currently counts towards CBS’ ownership limit in Baltimore.

When CBS acquired the 107.9 facility in 2011 it had to relicense its 99.1 from Annapolis to Bowie in the Washington market to fit 107.9 in its market cap. Could this move be a predecessor to CBS adding an additional FM in Baltimore?

FM Idaho has requested a facility swap of its 99.1 KINF-FM Mountain Home and 100.7 KPDA Gooding ID. Both stations, which target the Boise market, already share a common tower site. Both stations operate with 73kW at 668 meters with separate CP’s to shift to 64kW at 711 meters.

EMF Broadcasting continues its rapid station growth with the adition of two FM’s and seven translators in Michigan and Wisconsin. For $825,000 Bethesda Christian Broadcasting will transfer Christian Talk 88.5 WNLI and Christian AC 90.5 WPFF Sturgeon Bay WI along with 96.7 W244AW Iron Mountain MI, 96.9 W245AK Sheboygan, 98.7 W254AG Escanaba MI, 98.9 W255AC Sheboygan, 99.9 W260AG Ishpeming MI, 102.1 W271AC Appleton, and 106.1 W291CJ Marquette MI to EMF.

Beasley Broadcasting adds another translator in Eastern North Carolina with the purchase of 97.5 W248BS Jacksonville from Starboard Media Foundation for $15,000. The translator has a CP to operate with 170 watts and an application to boost that to 250. Beasley will use the translator to rebroadcast 106.5 WSFL-HD3.

Family Life Ministries has sold 94.7 W234AX Allentown PA to Connoisseur Media for $140,000. The 10 watt translator which currently rebroadcasts 91.5 WCIM Shenandoah will be used to carry an HD subchannel of 99.9 WODE.

United States CP’s “KIQ’N Country 106.9” KIQN Pueblo, CO has applied to boost from a Class C2 operating with 27.5kW at 203 meters to a C1 with 100kW at 73 meters.

Dowdy Media acquired 97.7 WDLC Dulac, LA from Alex Media for $440,000 in August. Now it has applied to boost the unbuilt station from a Class A with 200 watts at 24 meters to a C1 with 100kW at 157.9 meters. The station will serve the Houma market southwest of New Orleans.
