FCC Report 1/26: Three Way Texas Allocation Change Approved

Lance Ventaby Lance Venta
January 26, 2020

FCC Actions

103.5 Bob BobFM KBPA AustinThe three station move reallotment of three Texas stations was granted by the FCC. The move sees Educational Media Foundation relocate 103.7 KXAI Refugio to the San Antonio suburb of Balcones Heights while downgrading from a C1 to Class A with 4.3kW/98m. To make that move possible Sinclair Communications’ Variety Hits “103.5 Bob-FM” KBPA San Marcos will move to Austin from the tower of co-owned 93.7 KLBJ-FM with 46kW/326.2m. EMF will also move 98.3 KMJR Odem/Corpus Christi to 103.7’s soon-to-be unused 75kW/290.3m facilities. In granting the changes, the FCC has rejected San Antonio Radio Works’ Informal Objection for misinterpreting the FCC’s Rural Radio and urbanized area policies and that potential substantial loss of FM translator service from SARW’s 103.7 K279AB San Antonio should be considered a priority public interest concern.

The FCC has revoked the license of Cox Broadcast Group’s (not related to Cox Media Group) 1100 WCGA Woodbine GA after it failed to respond to the Order to Pay or Show Cause to Cox Broadcast Group’s Conservative Talk 1100 WCGA Woodbine GA issued in October for failure to pay delinquent regulatory fees and associated interest, administrative costs and penalties within the mandatory 60 days. WCGA owes $11,524.21 for fees owed in 2010, 2013, and 2016 through 2018.

The FCC has rescinded its Notice of Apparent Liability for a Forfeiture to three North Carolina licensees for failing to submit license renewals. The FCC had stated that Radio Hatteras’ 101.5 WHDZ Buxton hadn’t filed, when it actuality it filed on July 30 right ahead of the August 1 deadline. Pirate Media Group’s 104.1 W281CH Washington and CTC Radio Group’s 104.3 W282CQ Bridgeton did not file because their licenses were not granted until after the August 1 deadline.

Deletions

Lake Superior State University surrendered the license of 90.1 WLSO Sault Ste Marie MI. WLSO transitioned to online operation only in 2017 and had been Silent since.

Cheers Media’s 103.5 KJNZ Hereford TX was deleted after failing to reply to an FCC query following an objection filed in 2015 made by Viva Media stating the station has been Silent since October 2014.

R&M Broadcasting’s 770 KJCB Lafayette LA was deleted after failing to respond to an FCC query about whether the station resumed operations following a year of silence.

As part of its acquisition of Legacy Communications’ western Nebraska stations, Nebraska Rural Radio Association has turned in the license of 1320 KOAQ Scottsbluff (formerly KOLT).

South Missouri Broadcasting requested the deletion of the license for Oldies 1350 KCHR Charleston MO.
