FCC Report 2/1: Radio One Seeks Charlotte FM Upgrade; A Non-Comm To Commercial Change In Buffalo

FCC Seal 2020 Federal Communications CommissionThe FCC is proposing to delete the current vacant Class C allocation most recently held by KJOJ-FM Freeport TX until then Estrella Media owned station’s 2000 foot tower collapsed in December 2020 and its license was cancelled in June 2022.

The commission notes that the KJOJ-FM allocation is short-spaced by 182 kilometers to a vacant Class C2 allocation on the same frequency in Wharton TX and that no alternate channels are available that would comply with the minimum distance separation. The commission is seeking comments on the proposed deletion with any party expressing interest in retaining the Freeport service to provide evidence that it conforms with the minimum distance separation requirements and certified availability of a site.

License Cancellations

Capitol Broadcasting has surrendered the license of Silent 1550 WCLY Raleigh NC. WCLY went silent in February 2025 for technical and financial reasons with its AAA “95.7 That Station” programming now fed by 101.5 WRAL-HD2.

Bill Vance has surrendered his KSBH LLC’s Country 94.9 KSBH Coushatta and North Face Broadcasting’s 1450 KNOC/95.9 K240EY Natchitoches LA after receiving a letter of inquiry from the FCC regarding the operational status of KNOC. The commission noted that it had received a complaint in January 2026, alleging that KNOC and K240EY were off the air for at least two years and that K240EY started to originate programming in November 2025 while KNOC remained silent.

  • SummitMedia’s 1070 KFTI Wichita KS (Copper theft & transmitter damage)
  • Iowa City Broadcasting Company’s 1460 KDMA Montevideo MN (Transmitter and line issues)
  • Centro Biblico of NJ’s 1360 WTOC Newton NJ (To sign off 2/2; significant financial burden)
  • East Texas Community Broadcasting’s 91.7 KKJX Maydelle TX (Antenna problems)
  • Faith Communications’ 770 WYRV Cedar Bluff VA (Owner died, no staff)

FM Changes

In a move that will warrant further details, Western New York Public Broadcasting Association has filed to convert “BTPM Classical” 94.5 WNED-FM Buffalo NY from a non-commercial to commercial license.

Radio One has applied to upgrade Hot AC “Mix 100.9” WLNK-FM Indian Trail/Charlotte NC from a Class A to C3.
