With the 250 mile Translator Waiver period starting on Friday, the week leading up to it featured many licensees rushing to get their applications in first. Expecting hundreds of applications to flood the FCC with their waiver applications, we will be featuring daily updates next week with all the translator applications as they are added to the CDBS.

FM Changes
As we reported earlier in the week, Radio Wahpeton Breckenridge is purchasing Classic Hits “92.7 The Drive” KZDR Kindred ND and moving it out of the Fargo market. KZDR applies to relocate to Wahpeton MN with 6kw/46m. To make the move of KZDR possible, Radio Fargo-Moorhead’s 107.9 KPFX Fargo applies to change city-of-license to Kindred to retain first aural service to that community.
LM Communications AAA “105.5 The Bridge” WCOO Kiawah Island/Charleston SC applies to move to the former WCBD-TV tower with 22.5kW/199.5m. Sister “98 Rock” WYBB Charleston already holds a CP to move to that tower.
Northeast of Sacramento, Lazer Broadcasting’s 103.3 KBAA Grass Valley CA applies to move to a new tower site with 1.3kw/216m. KBAA simulcasts Regional Mexican “Radio Lazer 94.3” KGRB Jackson CA.
Family Life Broadcasting’s Silent 88.5 KFLT-FM Tucson AZ applies to rebuild its fallen tower at its previous location. KFLT-FM previously operated with 1.5kw vert/115m, but due to KUAT-TV moving from Channel 6 to 30 seeks to add horizontal polarity to its antenna giving it 1.5kw/115m.
Alex Media’s CP for 93.5 WZFL Islamorada FL applies to move a bit south to the tower of 100.3 WCTH/103.1 WFKZ with 50kw/121m.
Top O Texas Educational Broadcasting’s 88.5 KVED Vernon TX seeks an increase from Class A to C3 by moving to 88.1 with 20kw hor/111m.
Northeast Washington Community Radio Guild’s 102.7 KCHW Chewelah WA also proposes a Class A to C3 upgrade with 3kw/287m.
AM Changes
Tri-City Radio’s Sports “1000 The Game” WDXZ Robertsdale/Mobile AL applies to move to 1020 with an increase from 1kw to 25kw daytime.
Dismissals
A strange application came into the FCC and was quickly dismissed. Natsumi Mieko Kimi Kato applied for a new 102.5 licensed to San Francisco CA but with a tower site just outside Tokyo, Japan requesting 332kw/332m facilities. Within the three applications filed for said station, Ms. Kato stated she was not an American citizen and that she represented Multilingual Radio Network and World Public Media under the KONB call calls. A quick search brings up this website full of wonderful comments such as Will Ferrell being part of the staff of the company.
Primera Iglesia Evangelica de Apostles y Profetas applied earlier this month for a displacement to move 106.1 K291CE Sugar Land TX to 97.3 due to interference caused by 106.1 KIOC Orange/Beaumont. A quick petition to deny filed by Gow Communications’ “ESPN 97.5” KFNC Mont Belvieu TX on the basis of K291CE creating interference to KFNC by moving to 97.3 proved unnecessary as the FCC dismissed the application on the grounds that K291CE wasn’t displaced from its current location because of changes to KIOC. KIOC has been operating with its currently licensed facilities since 2003, while K291CE created the interference by moving to its currently licensed facility in 2014.
Translator Changes
Over 100 applications were filed this week to beat the rush created by the opening of the AM waiver period.

Gold Coast Broadcasting’s 98.3 K252FK Culver City CA applies to increase to 200w vert/66m where it will bring Rhythmic CHR “Q104.7” KQIE to the westside of Los Angeles including Beverly Hills, Inglewood and Santa Monica.
Northeast Broadcasting’s 96.5 W243DC Needham MA applies to move to a new location near Milton with 140w/192m where it will improve AAA “92.5 The River” WXRV Andover/Boston’s along the southern end of the Route 128 corrider.
Edgewater Broadcasting’s 104.9 W285FE Nassau Village-Ratliff FL applies to move to the 95.1 WAPE tower in downtown Jacksonville with 250w/272m rebroadcasting EMF’s 90.9 WJKV Jacksonville.
