FCC Report 10/4: Phoenix Translator Enters Consent Decree Over Build Flaws

1340 The Bull 102.9 KIKO Apache Junction PhoenixRocket Radio Corporation’s 97.1 K246CH Tuba City AZ has entered into a $15,000 consent decree over objections filed in regards to its license to cover filed in 2016 following its move to 102.9 Phoenix.

Linda Corso filed an objection over the license to cover claiming that Rocket “did not construct the facilities authorized in the Permit, violated the Commission’s rules governing station identification, and made false certifications and statements in the License Application and the Program Test Letter.” The FCC finds that Rocket violated section 1.65 of the FCC rules by failing to timely amend the License Application and failing to correct the Program Test Letter to reflect that the facilities constructed were not those specified in the Permit, failing to timely amend the license application once it determined they were not correct and that RRC admitted that between April and October 2016 the translators antenna was mounted at the wrong height and oriented in the wrong direction. The remainder of Corso’s objections were rejected.

As part of the consent decree, Rocket Radio Corporation must also have an unaffiliated broadcast engineer visit and examine any facilities it constructs and operates as part of a license to cover with a declaration made under penalty of perjury letter of accuracy for three years. K246CH rebroadcasts Classic Country “1340 The Bull” KIKO Apache Junction with 80w/262m. Upon payment of the civil penalty, its applications to move to 99.1 with an increase to 250 watts will be granted.

Deletions

Dorrana Stewart surrendered the license for 93.7 KFJE Wickenburg AZ following an FCC inquiry into its status. The station had been silent since August 2019.

Dickenson County Broadcasting surrendered the license for 1430 WDIC Clinchco VA. The station had been silent since being struck by lightning in November 2019.

Costar Broadcast Group surrendered the license for 1420 WQBC Vicksburg MS. The FCC inquired into its status after a competitor objected to its license renewal for being off the air for over a year.

The following CP’s had their call letter deleted after expiring unbuilt:

  • Houston Christian Broadcasters’ 88.5 KADM Alpine TX
  • Educational Media Foundation’s 103.3 KYVY Yampa CO
