FCC Report 4/10: Fines Proposed Against Pair Of California Translators For Late License Renewals

FCC Seal 2020 Federal Communications CommissionRFEngineers, Inc’s 106.5 K293CF Moreno Valley CA and Death Valley Natural History Association’s 88.7 K204BW Death Valley CA have both been issued Notices of Apparent Liability For Forfeiture proposing $1500 fines for failing to timely file their license renewal applications. Both translators were to be filed by August 2, 2021 ahead of their expirations on December 1, however neither licensee did so until November 29.

The following licensees have entered consent decrees over failing to maintain their Political Files:

  • Bicoastal Media Licenses, LLC licensee of KNTI and KXBX-FM Lakeport and KQPM and KUKI-FM Ukiah CA
  • Eagle Communications, Inc. licensee of twenty three stations in Kansas, Missouri and Nebraska
  • Hightower Radio, Inc. licensee of KMOO-FM Mineola TX
  • Horizon Broadcasting Group, LLC licensee of KQAK Bend OR
  • KCMB, LLC licensee of KCMB Baker OR
  • KJDY, LLC licensee of KHKO Prairie City OR

The following licensees have entered consent decrees over failing to maintain their Online Public Files:

  • B & H, Broadcasting System, Inc. licensee of KZRB New Boston TX
  • Beeville Investments, LLC licensee of KTKO Beeville TX
  • Wiseman Media licensee of WZYX Cowan TN

The FCC has selected sixteen more provisional winners mutually-exclusive allocations from last fall’s non-comm filing window.

  • Eufaula Christian Radio’s 91.9 Cuthbert GA was selected over Faith Broadcasting’s application for 91.9 Eufaula AL on the claim it is eligible for a fair distribution preference based on first NCE service population totals.
  • National Association for the Prevention of Starvation’s application for 90.5 Elkmont AL is the selection over Madison Street Baptist Church’s 90.5 Athens, Truth Media Inc’s 90.5 Hillsboro, and Community Information and Education Radio’s 90.5 Moulton on the eligibility claim for a fair distribution preference based on second NCE service population totals.
  • Full Potential Ministry’s 88.7 Dover AR is selected over Radio by Grace’s 88.7 Hot Springs, His Will’s 88.7 Norman, and Calvary Chapel Pearl Harbor’s 88.7 Russellville claiming eligibility for a first NCE service fair distribution preference.
  • Cheyenne Broadcasting Foundation’s application for 91.9 Wilhoit AZ is selected over Hispanic American Christian Network’s 91.9 Aguila, Bradshaw Mountain Broadcasting’s 91.9 Crown King, Advance Ministries’ 91.9 Prescott, and Desert Soul Media’s 91.9 Wickenburg as the only applicant eligible for a fair distribution preference based on first NCE service population totals.
  • Ondas de Vida’s application for 88.1 Dewey-Humboldt AZ is selected over Cedar Cove Broadcasting’s 88.1 Groom Creek, Cosanti Foundation’s 88.1 Mayer, Advance Ministries’ 88.1 Prescott and International Scripture Ministries’ 88.1 Prescott as the only applicant to claim eligibility for a fair distribution preference.
  • Ondas de Vida’s application for 90.3 Silver Lakes CA is selected over Cedar Broadcasting’s 90.1 Baker CA, Teleamerica Communications West Palm Beach’s 90.5 Barstow CA, Las Vegas Public Radio’s 90.1 Indian Springs NV, and Remante Broadcasting Network’s 90.1 Indian Springs NV on the eligiblity for a fair distribution preference.
  • Modesto Independent Media’s application for 89.5 Los Banos CA is selected over Remante Broadcasting Network’s 89.5 Firebaugh, Teleamerica Communications West Palm Beach’s 89.5 Los Banos, Association for Community Education’s 89.7 Los Banos, and Radio Vision’s 89.5 Three Rocks as it would rovide a first NCE service to at least 5,000 more people than both RBN and ACE.
  • La Nueva Broadcasting’s application for 89.5 Joshua Tree CA is selected over Remante Broadcasting Network’s 89.1 Twenty Nine Palms, Advance Ministries’ 89.7 Joshua Tree, and Calvary Chapel Pearl Harbor’s 89.7 Twenty Nine Palms as it would provide a combined first or second NCE service to at least 5,000 more people than RBN.
  • Ethree Group’s application for 90.5 Cypress Quarters FL is selected over Northeast Gospel Broadcasting’s 90.5 Fort Pierce, World Federation of Pastors and Ministers of the Full Gospel’s 90.5 Okeechobee, Indian River State College’s 90.5 Okeechobee, and Montgomery Broadcasting’s 90.5 Okeechobee as it would provide a first NCE service to at least 5,000 more people than IRSC and Montgomery.
  • Legacy Broadcasting’s application for 89.9 Blairsville GA is selected over Community Public Radio’s 89.9 Commerce, Restored Together Radio’s 89.9 Homer, World Federation of Pastors and Ministers of the Full Gospel’s 89.9 Lula and Blue Mantle Educational Association’s 89.9 Maysville as the only applicant claiming eligibility for a fair distribution preference based on its first NCE service population total.
  • Fairmont Area Catholic Radio’s 90.1 Fairmont MN is selected over St. Gabriel Communications’ 89.9 Spencer IA, VCY America’s 90.1 Sherburn MN, and We Have this Hope Christian Radio’s 90.1 Windom MN on the claim for a fair distribution preference based on first NCE service population totals.
  • Full Potential Ministry’s application for 88.3 Coahoma MS is selected over Community Service Broadcasting Foundation’s 88.3 Clarksdale, Open Sky Radio Corp’s 88.1 Clarksdale, and Elijah Radio’s 88.3 Coffeeville as its proposed second NCE service exceeds Open Sky’s by more than 5,000 people.
  • Pathway Christian Academy’s 88.3 Rockingham NC is chosen over Church Planters of America’s 88.3 Hoffman and La Ft. L Aumon’s 88.3 Lumberton as it would provide a first NCE service to 51,764 people.
  • Saint Francis Xavier Church’s 88.3 Carrier OK is selected over Community Broadcasting, West Hemlock Street Church of God, Victory Bible Church and Great Plains Christian Radio, who all sought 88.3 in Enid as the only one eligible for a fair distribution preference based on second NCE service population totals.
  • Brazos TV’s application for 88.5 Hamlin TX is chosen over San Antonio Christian Church’s 88.9 Abilene, Iglesia Biblica de Abilene’s 88.9 Abilene, Radio Inc’s 88.9 Ballinger, and Centro Familiar de Restauracion y Vida’s 88.9 Clyde TX as the only applicant claiming eligibility for a fair distribution preference and first NCE service preference.
  • Araiza Revival Ministries’s 91.1 Glenville WV is selected over Art26201’s 91.1 Buckhannon, West Virginia Educational Broadcasting Authority’s 91.1 Elkins, Ritchie Progress Alliance’s 91.1 Harrisville, and Light of Life Community’s 91.1 Weston as it would would provide a new second NCE service to at least 5,000 more people than Ritchie Progress Alliance.

Deletions

New Hampshire Public Radio surrendered the license of silent 91.5 WSPS Bow NH. The 91.5 facility (formerly WCNH) became redundant after St. Pauls School donated 90.5 WSPS (now WCNH) Concord to NHPR in December 2020.

Faith Baptist Church’s 88.3 KPGB Pryor MT has requested cancellation of its license as former pastor Ronnie Henderson retires from their leadership. He wrote that the church “decided due to the lack of knowledge of the radio operations and the amount of time it consumes that they would not be able to continue serving the community”.

Nievezquez Productions’ 1120 WPRX Bristol CT and Choate Rosemary Hall Foundation’s 89.9 WWEB Wallingford CT have been deleted for failing to file their license renewal applications.

Epic Light Network’s 90.1 WJXP Fitchburg and Sudbury Valley Broadcasting Foundation’s 97.7 WYAJ Sudbury MA were cancelled for being silent for over one year.

AM Changes

Tim Cutforth’s 780 KJME Fountain/Colorado Springs CO applies
